We Are
Organized in 1948, ASTDD is an affiliate of the Association of State and Territorial Health Officials (ASTHO) and is dedicated to maintaining a robust governmental oral health presence across every state, territory, and community. Through partnerships, leadership, technical assistance, resources, learning networks, and conferences, ASTDD equips members with the tools needed to shape meaningful oral health policy, design and implement prevention-focused programs, and elevate oral health in broader public health systems.

Our History & Key Milestones
1947
The First Annual Conference
The first Annual Conference of State Dental Directors is held with the U.S. Public Health Service and Children’s Bureau in Washington, DC.
1948
ASTDD is Founded
The Association of State and Territorial Dental Directors is founded, creating a national organization for state and territorial dental directors and strengthening governmental leadership in oral health.
1950s–1980s
Establishing National Leadership
ASTDD expands its role in national oral health leadership, advocacy, professional collaboration and support for state and territorial oral health programs. During this period, the Association establishes regional meetings and committees, expands membership eligibility, develops guidance for dental public health programs and becomes recognized as a 501(c)(6) organization.
1986
The National Oral Health Conference
ASTDD’s annual meeting is formally named the National Oral Health Conference, continuing a tradition of bringing together oral health leaders from across the country.
1997–1998
Expanding Organizational Capacity
ASTDD receives its first CDC Cooperative Agreement in 1997. The following year, the Association establishes a central office, hires its first Executive Director and continues expanding its national public health programs and resources.
2000s
Expanding National Leadership
ASTDD strengthens its role as a national resource for state and territorial oral health programs. The Association launches its website and listserv, expands federal partnerships, develops best-practice resources, strengthens leadership development and broadens support for emerging oral health priorities.
2010s
From Connection to Collective Action
ASTDD increasingly focuses on data, evidence-informed practice, workforce capacity, partnerships, health equity and strengthening state and territorial oral health infrastructure.
2020
Advancing Oral Health Data
ASTDD launches the National Oral Health Data Portal, expanding access to state and territorial oral health data and supporting data-informed public health practice.
2023
75 Years of Leadership
ASTDD celebrates its 75th anniversary, reflecting on decades of leadership in dental public health while looking toward the future under the theme “Telling Our Story and Looking to the Future.”
2024
A New Strategic Direction Takes Shape
ASTDD adopts its 2024–2026 Strategic Map, emphasizing leadership, infrastructure and capacity, guidance and resources, organizational sustainability, partnerships, health equity and ASTDD’s national voice.
2026
Charting the Future
ASTDD enters a period of strategic readiness and organizational transformation, reimagining how the Association engages members, develops leaders, strengthens programs and builds long-term organizational sustainability. Charting the Future establishes a roadmap for ASTDD’s next chapter and its 2027–2030 Strategic Framework.
About State and Territorial Oral Health Programs
State and Territorial Oral Health Programs (S/TOHPs) are governmental public health programs, offices, units, or functions within U.S. state and territorial health agencies that are responsible for assessing, promoting, protecting, and improving the oral health of the populations they serve. S/TOHPs provide leadership for population-based oral health efforts and may conduct or coordinate activities such as surveillance and assessment, policy development, prevention and health promotion, access-to-care initiatives, workforce development, partnerships, program implementation and evaluation, and integration of oral health across public health systems. They often convene, facilitate, and provide the leadership necessary to collaborate with partners, stakeholders, community members, advocates, and champions to assess, promote, and advance oral health throughout their jurisdiction.
ASTDD and the ASTDD Foundation
ASTDD is the member-driven national voice and trusted steward for state and territorial oral health programs, leading membership, governance, technical assistance, and national partnership work. The ASTDD Foundation is ASTDD’s philanthropic partner, a distinct 501(c)(3) that attracts and invests resources to support leadership development, education, and long-term sustainability at ASTDD. Two organizations, two distinct roles, one shared mission. Working together, they extend ASTDD’s reach and deepen support for members nationwide.
