Best Practice Approach Example -

The HRSA Children’s Oral Healthcare Access Grant funds the Louisiana Oral Health Program (OHP) state dental sealant initiative. Funding began in FY 2004-05 and is anticipated to cover the sealant initiative for three years.  The initiative will set up and operate a dental sealant program through community collaborations in each of four initial parishes.

  1. In Allen Parish, OHP is collaborating with the Health Enrichment Network to provide sealants to 1st and 2nd graders in six selected elementary schools from the parish.  The dental coordinator at the Health Enrichment Network has identified a dentist and dental hygienists in the area to provide the screening and sealant placement.  The coordinator is also working with the school nurses to collect permission slips and provide dental education to the children.  The Oral Health Program provides the portable dental equipment, supplies and payment of the dentist and dental hygienists for the sealant program.
  2. In Caddo Parish, OHP is working with David Raines Community Health Care Center to provide sealants to 1st and 2nd graders in two schools.  The Oral Health Program provides the portable sealant equipment and David Raines provides the dentist and dental hygienist.  The Community Affairs Coordinator at David Raines coordinates the effort in the schools and secures permission slips. Supplies are donated by David Raines.
  3. In East Feliciana Parish, OHP is working with a school-based health clinic run by Primary Healthcare Providers for a Healthy Feliciana.  The Oral Health Program provides the portable dental equipment, some sealant supplies, and pays the dentist and dental hygienists conducting the program.
  4. In DeSoto Parish, OHP will provide all the necessary equipment and supplies to conduct the sealant program in six selected schools.  The DeSoto school nurse is coordinating the collection of permission slips and on-site visits.  The Oral Health Program will locate a dentist and dental hygienist and will pay for their services.

Lessons Learned:

The collaboration between the parish site coordinators and the Louisiana Oral Health Program is critical.  It is much more effective to utilize and mobilize the resources in the community and hopefully this action will result in community support for the dental sealant program. Finding providers to contract is difficult and slows the ability to schedule sealant delivery days.
